Ours are mostly underground, but we don't have to drill into water mains. There's an iron cover where they can pull up the hydrant, with above ground signs nearby indicating the location in metres forward and left or right from the sign (in case of dirt, cars or snow covering the cover).

There is no prohibition here for parking over a hydrant cover. Given the size of the average European car they will likely move it by making it bounce with a few firemen or use the next one.

smiley - snork There's a lot to be said for cars you can bounce.

Some friends of ours have a tiny, tiny car. It is very noticeable in this area. They are always quick to explain to everyone that, 'It's not electric, honest!' smiley - laugh
