They would rather focus on individuals than on the biggest barrier: even if there is a really good job that a particular disabled person could do, the person can't force the employer to give them that job...

Voluntary work is really important, and it's a shame it isn't valued more by the powers that be just because it is unpaid and allows people to do as much as they can manage...
