Well done - very useful details of the reference material Great choice of opening line, too!
I watched quite a few of these cartoons and have to admit I did find "the Franglais-spouting skunk" admirable in some ways (I spent a few years doing an online roleplay with people playing various Franglais characters!) but I did like the clever comeuppances at the end
Just one thing I spotted: "the cat gets washed off" - the stripe gets washed off?

There should be more entries like this, methinks
I don't know if you'd want to mention that most of the time the female that Pepe chases after is the same character, who was briefly Fifi but since the 1950s has been named Penelope.
It might also be worth mentioning the reception that the character had. Far from meeting protests and outcry, not only did cinema audiences enjoy Pepe but as a cartoon character he was even received with critical acclaim (or at least as much acclaim as a cartoon character can receive) as a Pepe Le Pew short film won an Oscar in 1950.
