I have seen this done by a rather hairy comedian on TV.
He was particularly able to frown and "unfrown" which caused movement in his forehead skin.
He placed a rubber band round his head high up and under much of his hair. As he told an appropriate story he raised and lowered his eyebrows making his forehead skin move up and down. The rubber band started working itself higher and higher into his hair when suddenly as he mentioned the volcano exploding his hair was all gathered in a topknot. Very effective with stories about volcanoes, but not too much use otherwise.
