Do they reach their goals?

I think that exams are not such a great tool, if the goals are those explained in the Entry.
First, instead of studying, when exams are approaching I find myself constantly slacking off or reading completely irrelevant stuff (e.g., reading Sapir's introduction to Linguistics when I have to prepare for two exams in maths). In the latter case their goal is reached anyway, but the first is much more common.
Secondly, in my degree course every year half of the people are not kept busy by the exams, but just put off, as it is said - so they quit the whole thing and are back to the streets...
