Descartes also stated as part of his argument as to the existence of God that as we are inherently imperfect beings it is impossible for us to have an idea of that which is perfect unless a being which was perfect gave us the idea, i.e. God gave us the idea. And that idea is innate to all human beings.
Locke disagreed saying that the mind is a blank slate ready to be written on.
I think Kant arrived at a very suitable synthesis between the empiricists and the rationalists.
