Okay, I'm a little out of date. I just noticed this while screwing up some old newspaper to light the fire. Never mind.
The Dublin Metro of 16th Jan 2009 reports that the Vatican is trying to encourage more people to go to confession by publicising the role of the Apostolic Penitentiary, known as the "tribunal of conscience".
Confessions are, of course, handled by priests and their bishops at a local level. Even heinous crimes, such as genocide or mass murder are heard by the local priest. But some sins are reserved by the Pope, and these are handled by the Apostolic Penitentiary. So, what sins are so serious that a local priest is not qualified to grant absolution?
Here they are: "Defiling the Eucharist, priests breaking the seal of the confessional by revealing the nature of the sin and the person who sought penance, and men who directly cause abortion by paying for it, then seeking to become priest."
