The whit cliffs experience is reffered to by locals as the White Elephant, since it was built because someone had a good idea & local taxes (ill fated poll tax) was used to fund it.
Some American bloke came over to oversee the planning phase
It opened just in time for the Channel Tunnel to bypass the port completely, hence ensuring that no visitors ever visited.

The White Cliffs Experience may be suffering from a small visitor-number problem, but it (and Dover Museum, and the castle) continue to bring visitors into the town who whould otherwise just pass through for the port.
Later this year, the Dover Bronze Age Boat will be on display there. This is hugely significant archaeological discovery (of international importance) and the fact that it has been kept in Dover is a great achievement.
