I can see where you're going with this Novo and I can understand how frustrating it is that so much police time is spent on paperwork and court appearances, but that is just modern life I'm afraid. The fundamental need for it is undeniable.
Perhaps that is why there is such a move towards on the spot fines and so on.
Personally, I favour the Judge Dredd approach, with the refinement of full video recording as evidence if questioned
