On the 4th May 2006, in the early hours, it will be 01:02:03 04/05/06. Except for our American friends. You missed it. Last night. guys!
So how should we celebrate this auspicious date?

What kind of celebration takes less than 1 second?
We wouldn't want to overlap into 01:02:04 04/05/06

He was referring to people in the US writing mm/dd/yyyy while those in the UK write dd/mm/yyyy. What everyone else does, I don't know.
I don't much like going all "our system is better than yours" to the Americans. Ok, so I do, but then I feel bad about it afterwards . In this case, however, I feel justified because it has a hierarchical neatness and they should really get with the times etc.
I do notice these weird little number things. Like when its 9:16 etc. But celebrate? Well I its as good an excuse to get pissed as any time/date I suppose .

There's still a chance in the US to catch the 7th of August at 4 past 5.
Of course, in Europe we'll celebrate the 8th of July
