Now this will take no time at all to edit so why don't they just accept it?

They have to read it, then read it again, then read it again to be sure. The Form a12543X needs to be completed in triplicate. It is here that the problem arrises, because a12543X is in such high demand there is a backlog of requests by the Guide editors for this form, to request a12354X, the Form 3decf45 needs to be filled in and sent by registered mail to man who prints the Form a12354X.
The man who prints the Form a12354X needs to study the Form 3decf45 to check for factual errors, this process takes approximatly 3 days. Now unfortunatly the man who prints the Form a12354X has been having some bad luck, his house burnt down and the wife of the man who prints the Form a12354X left him, because of this he has taken a month off for personal reasons. This has contributed to the current backlog. Once he returns, normal service will be resumed.
Paperless office, me ass!

We once implemented electronic requisitioning where the person who required the goods put a req on the system. The the manager approved it electronically and it automatically went to Procurement who purchased the goods usually by phone. We were going to save lots of money and filing space for this until we realised that the person who wanted the goods took a copy of the screen and filed it. The the secreatary of the manager printed a copy to give to the Manager because apparently he can't read the screen. She would also keep a copy because of the number of times he lost his copy. Then the Manager would sign the piece of paper and give it back to her so she could use his ID and password to sign on and authorise it (after all you don't have a dog and bark yourself). This copy too would get filed. She then would send a copy to Procurement because she didn't trust the computer to do it, and they would then create the order, print it off and fax it. So Six copies of the same order were kept!

You just can't beat the human race when it comes to being able to totally mess up a perfectly reasonable idea!
