OK, eventually I found it, Bob! You're referring to this page here: http://fohweb.com/www.staffordshire.gov.uk and the link near the foot of the page.
I'm not going to include it for a couple of reasons: It's not "published" in that sense of the word. I would expect a reference to be editorially approved by a body - the list of links on that page just looks like the results of a Bing search - there's no context to them. You'll find many link pages like that all over the web.
Second, it's not the Staffordshire site at all, it's Fohweb
Fohweb collects and analyze information (traffic details, server location, search keywords, traffic ranking) about most popular websites in the Internet. This information collecting with different open API sources. Users can to view or share experiences they have had with various websites.
But I'll keep looking for a published citation for this entry
