That's what I thought as well, especially "I'd hoe weed", but the best unscrambling I could find for that is "Whee Diode".

Well, the only clue I'm give is that these are indeed anagrams, and that when you solve one, you'll very quickly solve them all.

At random I tried No 20 - cheated a bit and used wordsmith.
I came up with "Balls in vice" which seemed apt.

I'm trying to think of clues which will help, but won't give the game away.
There's a geographical link between 4 & 7.
And another between 8 & 9.
And another between 2 & 16.
Others exist too, but they may not be as helpful as the above.
