I take it your friend wanted some feedback on this. Firstly, it would be easier to read if you broke it up a bit. Use at the start and at the end of paragraphs. Otherwise it seems to be well thought out and includes a lot of relevant material.
If I am right in my thinking, what you call SQC is also known as SPC Statistical Process Control.
Your friend may be interested in the work I am involved in - designing a Control System Processor.

No my friend had to provide references, so rather than make them up, I just cut'n'pasted it and then he used h2g2 in his references. Since his teachers don't check anyway.
