I'd love to know the context since he could have been referring to many different things. Do you know it?

Or
South America, sometime before 1831.
Actually, it was while William Henry Harrison (one day to be American President) was U.S. Minister (ambassador) to Bogota in the late 1820's. Apparently Harrison was rather undiplomatic. Shades of Celluci.
