Kant's Categoric Imperative

Given what Kant has to say about the nature of the categoric imperative one realizes that one could drive the entire history of the Holocaust through it and not scratch the paint.
Using Kant as a reference for thought about morality seems rather nightmarish.
On the other hand discussion about morality and moral law seems to eventually cry out for absolutes. This is also rather scary. Who gets to set the rules................
God sets the rules? But, he/she/it is unknowable. Man sets the rules? But he is fallible.
Thinking of Hiroshima and Nagasaki where does one go to find an un-relativised moral code?
