Well, we've got several topics going Kat, so no worries.
Those boats the US sank off Eucador were I think full of Eucador refugees trying to make it to the US. The US is trying to protect it's borders in a sense, but in a particularly nasty and aggressive way.
The International Court is in the Netherlands, and if they ever decided to try an American, say for war crimes, the US could conceiveably invade the Netherlands. I would be very surprised to see that happen though.
And as for the bit about Rumsfield, I have no idea, LOL.

The Rumsfield line was one he used on the Army guy that asked why they are not fully armoured yet.
Rummy has caught a lot of crap for saying "We go with the army we have not the army we want."
