Sorry to suddenly arrive at this conversation months later, but the 'Not for Review' feature wasn't done to stop people submitting emtries to the review forums - it would have been the default if that were the case, but to stop unedited entries becoming part of the Edited Guide - due to tantrums at the time if I remember correctly.
If an entry has 'not for review' on it, the author doesn't want any part of their entry used in the EG, which is why it is *not* the default. When writing entries, or particularly updating or rescuing from Flea Market I do search the unedited guide for decent content.
There was a lot of discussion at the time about whether or not it should be default. Rather than change that, if there were ever any development for h2g2 it would be better to just stop anyone but the author submitting an entry to PR.
