This achieves, as far as I can tell, nothing. I suspect this is a bit of GuideML that isn't working yet, yes?

Which of these works? I have on my PS (I like mixed case), and it works. So what's the bit doing there?

Like Rosa Dartle, I ask only for information.

Given that people were complaining about the old announcement threads having headers telling them not to post when it actually meant not to start a new one rather than not to comment on an old one (before the days they got closed anyway), I would expect that NEWTHREADINTRO tag to be able to make the distinction. So something in there perhaps only shows up when trying to start a new thread as opposed to showing up on every subsequent post too.

The GUARDIAN group is just one of several volunteer lists which hadn't got list gadgets yet. So there'll probably be a todo pile somewhere.

Does that mean that the tag does work with some groups?

And, given that no distinction between a new conversation and a new posting within a conversation is currently made on the curators page (even if that is technically possible), why is there redundant GuideML there? The tag on my PS works for both. If they also had separate tags for one or the other that'd be nice, but they don't need 'em here.

Yes, it obviously does. Note to self: Do some basic research before asking questions, and then ask from a position of small knowledge, instead of total ignorance.

The Volunteer tag is something that does work, but doesn't automatically update, and right now it's fairly low priority to fix it unfortunately.

As for the Add thread tags, one appears when you post a message, the other appears at the top of the conversations.

I thought that was , no?

As with the others in that family, the help page is wrong, as it does work in personal spaces (well, it works on mine).
