For the twenty two years I've been on this planet these are the things that have confused me the most.
I have reach the following conclutions about the use, and frankly, the point of these monsterous and ugly structures.

A) They are designed to get as many people as posible to bring there cars as close to a city center as possible, while at the same time charging as much money as possible for the privalage.

B) They have been designed by someone who realised that many people want to comit suicide, and often break into large office buildings to do it. They came up with a building that allows easy access as well as having open sides that do not require the breaking of windows.

C) They are a place for muggers, gangs, and car theives to operate out of the rain.

D) They supply much needed jobs to the partialy disabled, ie, grumpy old men with a severe limp.

Though this is an incomplete study, it starts to explain some of the strange and inconprehensible features of this design of building.
