The first city in the world to have a "congestion charge" is Durham... as it already has one. Admittedly it's only on the very centre of the city, but cars are now charged £2 a journey (some cars are exempt e.g. cathedral staff cars, but not very many as far as I am aware). I'm not there any more to see the results of it (the charge started just after I moved to Leeds) but I suspect it will have been observed very closely by those who are going to implement the charging in London.
