In reality they are just bitter that their particular situation puts them above the threshold for being subsidised, but below the threshold where they can become officially resident in Monaco and pay someone to stop them having to pay taxes any more.

The people who stop them having to pay taxes invariably charge more for this service than they would have paid in taxes anyway, but they're too busy living in Monaco to notice, so everyone's happy. Particularly the people who stop you having to pay taxes, who also live in Monaco, but don't have to pay anyone to stop them having to pay taxes. Even the tax-collector is happy, since he can take the afternoon off and pop down to his beach hut in Bognor Regis.
