I know I'm one of the people who has suggested this one in the dim and distant past. It can't be too difficult to simply flip the image and blob it

It is utterly trivial to mirror the image. It wouldn't be blobbed though but stored with the right name in a couple of directories. However, the software would have to be altered to look for the new name and automatically convert it when used. That then requires an update of the system - plus each smiley puts a tiny additional burden on the servers. I don't think the software checks for the existence of files for everything that people put in angle brackets and then only converts the text if a file is found because that would put a much larger burden on the system than looking through a list of names. The names could be in a text file to be checked rather than written into the software though - which would simplify adding new ones. Yet the way different site skins only display some smileys suggests that isn't the case. Cue Jim Lynn perhaps ...

Fraid most of that went way over my head SEF, but I think I got the gist of it - namely that there's more to it than first appears.

That will certainly do as a first approximation.
