British Government - Priority mix up's

Dose the British Government have the right Priority's in life
Please add any as your see fit
Ill start with one,,
Is it ok to send a 17/18 year old off to war but not let him drink in a pub,,
IE can a 17/18 year hold his drink with out getting in a fight or falling of a cliff
but it ok for him to go over sea's and kill someone or fire round of Du at someone or blow up a bunker with people in it
but has right to fight in a war
not that the 17 year old can not go the the front line's but can fire a gun or play with bombs ect but he can not Vote!!!!
Is this a Priority mix up,, what other Priority mix ups can you find in the Government,,,
