My own personal take on this one involves a Deity.
This is an oft-discussed debate (Calvinism vs. Arminianism) in the Protestant churches.
I believe the Deity exists as an omnitemporal being, that is, one who is not restricted by time. Therefore the can be a 'master plan' and free will at the same time. The Deity just compensates for our decisions. (Think the First and Second Foundations.)
However, I doubt that the Deity has a restrictive plan. He/She/It/They sets out a number of paths that lead to the desired end.
