What do our Police do?

I have often wondered what it is that our Police do these days that makes it so that if you have an emergency it can take hours or even days for someone to come and see you. but if you are one day late putting your new tax disk on your car or your child drops a sweet wrapper on the street they instantly pop up out of a grid or something..if someone nicks your car or breaks into your house or causes a fight there is never a police man/woman around..our estate is supposed to have community police on it, I have lived here for 2 month and still haven`t seen one..so again what do they do?
