Town near Manchester, England, known for strange accents, deafness and a steeplejack named Fred.

Native dress - wellingtons, overcoat and umbrella (all year)

Native food - hot pot, mushy peas, eccles cakes (imported)

Potted history - some Duke was killed there by a tiger when a plane crashed into a hill therefore starting world war 1. Nothing of note subsequently.

Note - everyone is deaf as they grew up with relatives who had served in the mills. As the machines were very loud, operators had to communicate with a series of shouted grunts. These have now become the native tongue of subsequent generations, explaining the unintelligability to anyone born more than five miles away. Humour inhabitants and back away quietly without any sudden moves.
