My middle name is Eddie. Well, Edward actually, but Edward is very dull, so let's call it Eddie, eh?
So you want to be a scout? Good idea, it's a rewarding experience.
But you should probably spend some time in PeerReview, giving your opinions on entries and seeing how the other folks go about Peer Reviewing. Once you've spent time in PR, you'll be in a better place to be considered as a scout.
If the urge strikes you, you can learn a lot by submitting an entry to Peer Review if it follows the Writing-Guidelines.
