hi can i apply to be a scout? i have seen loads of pages that say waiting to be moderated and i think i can help find even more to send to the sub-editors/editors

Moderation is nothing to do with Scouts - it's the site moderators and the Editors who deal with moderation.

Well, yes. You can't become a Scout until the Editors are looking for new Scouts. They choose applicants who have spent time helping out in the places where Scouts operate and who have shown the qualities necessary to be a good Scout. Have you done any of that yet?
