It is a little known fact (especilly in the age of devolution)but Cornwall is in fact entitled to its own parliment. By act of King Edward I in 1305 mineing intrests in cornwall (the tinners) were granted into a corporation hence a body with tax rasing powers. These corporations controlled there tax rasing through the stannery system, a medival form of local govoment. The system remained unchanged throught cornwall and also devon until 1496 untill certain restrictions were put (unfairly) upon the stannarys. When the cornish stannerys did not comply they lost royal approval, and in 1508 the pricipal Blackmore stannary was purchased on behalf of all the persons of cornwall. This effectivly standardised the election and make up of the parliment and by the act of a presribtive right* a power of veto over central Goverment i.e. Westminster. Effectively any bill act or law not passed by the CSP is not law in cornwall. For instance (by this rational)Cornwall does not subscribe to membership of the EU, has not gone decimal or recognised independance of former coloneys,- The USA jewel in the crown of the CORNISH EMPIRE.
