Perhaps I can explain this more clearly.
You put in a GML/HTML marker at a certain point in the body of your entry: say at a certain header or subheader, but it can be anywhere in the text. I forget what the specific code is for this, but it's just marking a point to jump to. Then you can link with a to that marker. For example, they're used to a great extent in A632431. I was going to look for an edited entry that used them, but was too lazy.

Aha! I see.
I don't think that's approved GuideML though. Haven't seen it in other EG entries anyhoo.

The GuideML involved has been used for some university-type projects, but I don't know that there would be a point in using it here. With the headers, it's pretty easy to scroll down quickly and find what you're looking for.

I actually don't really think there's any problem with the scrolling situation as it stands - just a little gadget-like doohickey that's fun.

Would this be the anchor we're talking about? We have used it in the past, but we're using it less and less in favour of breaking up huge entries into smaller ones.

Yes, it would be the anchor. I couldn't quite think of the name.
Since this is a whole entry about the USA, though, it wouldn't really make sense to break it up.

"I do not expect the Union to be dissolved - I do not expect the house to fall - but I do expect it will cease to be divided." - Abe.
Was there anything else I was supposed to be doing with this entry?
