Food packaging labels

Have just been watching today's(1/2/09) Politics show on BBC1.
This stated that full labelling of food products will only be required for packaging which is a minimum of 25 cm. square.
We were shown a yellow paper of the limiting size which was about 5 cm by 5 cm. Now I make this to be about 25 square cm.
Does 25 cm. square have an area of 625 square cm., or are we being misled by the program producers?
