are helping citizens in need across the Nation. His Faith-Based and Community Initiative, which
includes the White House Office as well as Centers for Faith-Based and Community Initiatives
located in seven Federal agencies, represents a bold new approach to government’s role in social
services. The Initiative’s goal is to ensure that grassroots groups can compete on equal footing for
Federal dollars, receive greater private support, and face fewer bureaucratic barriers as they work
compassionately with the homeless, addicted, jobless, and others in need of assistance.
The Bush Administration continues to implement key elements of the Initiative. By Executive
Order, the President has removed discriminatory barriers and ended practices that prevented faithbased
and community groups from working with the government to provide these vital social
services. Federal agencies are finalizing regulations that will allow faith-based groups to compete
for these funds while maintaining their religious integrity. As a result of these important efforts,
faith-based groups are now eligible to compete on a level playing field for billions of dollars in
social service grants. President Bush and the Congress have worked closely to approve proposed
2004 funding programs, including $48 million for the Compassion Capital Fund, $50 million for
mentoring of children of prisoners, and $100 million for drug treatment programs that permit
vouchers to be used at faith-based facilities. In addition, the White House Office of Faith-Based
and Community Initiatives is sponsoring regional conferences to educate grassroots organizations
about new opportunities available because of the Initiative. For more information, please visit the

President Bush also called on the Congress to codify these equal treatment provisions and to end
