This is like a scroller going accross your screen that says text, you could have this at the top of your about me page or in your message centre or something. Just replace Hello with whatever you want to say and you could have it going across your screen.
Also its shortcut could be <TXTSCROLL>Hello</TXTSCROLL>
or something simular.
