Practise makes Perfect. or is that so?

It is said that practise makes perfect.
Well me all know that`s not true.
For some perhaps but for the general common lot.
Practise makes improvment.
Allmost everywhone can train something,
sure but then they reach a point, their
maximum tip of preformance, and eaven if they train
day and night thats their limit.
Thay are good very good ,but thay are not perfect.
When they reach this point thay still have to train
and practise the thing they do, to keep being good
at it.

So who was the clever guy whom said that :

"Practise makes perfect"
