Your description of ActiveX is mistaken:
It is not a language at all - It is a binary interface standard, derived from COM (the Common Object Model) and it is for a whole lot more than just putting squigly bits in HTML pages. For instance, Internet Explorer itself consists of 3 ActiveX controls which you are free to use in your own development.
There's more info on msdn.microsoft.com, but I don't think the author would feel comfortable there - it being the realm of the devil!

If I know what you were trying to do, the reason it didn't go into the glossary page is 'cause all the 'Guide to the Internet' pages have the same forums attached to them. So it is on the glossary page, as well as on every other 'Guide to the Internet' page. The Bywater@h2g2 pages are the same setup, if I'm not mistaken.
