Good article. However, when you mention that the President appoints judges and cabinet members, you should note that the senate has to apporve these nominations, and do so with a 2/3rds majority (I think 2/3rds).
"In the US, an incoming president will take up to a year to re-appoint implementors of policy within the government, who would in the UK be civil servants, with party loyalists. Also general election is not effective until some weeks after polling day."
Isn't it true that in the UK, the cabinet is replaced with party loyalists after an election as well. The only difference being that as they are all already MP's, they don't need to be confirmed and thus can take over faster.
It's not that the US president appoints more heads-of-departments than the UK PRime Minister, its that it takes longer to do it.
