My first day at University is burned clearly in my memory. When I met the first of my four flatmates, he became my best friend and flatmate for all three years. The first girl I met became my first (and frankly totally disastrous) love interest.

I don't suggest that this will happen to everyone, but there you go.
The one thing I did right that day was this. At around 6 pm when everyone had sent even the clingy parents home, I coralled all the members of my flat, and we went to every other flat in the block and I knocked on every single door. We invited everyone out to the bar. Not everyone came, but in my final year, one of the girls that did come out thanked me for it. She said that she was just sitting in her room, wondering "now what", and that the invite was greatly appreciated. So just remember, everyone is in the same not knowing anyone boat, and reaching out the hand of friendship is always the right thing to do.
