does any one know (about) how long it takes until you can take the first test to ''move-up a level'' in Aikido ...

This depends on how often you do aikido and on your sensei (trainer).
He will say, when you're ready to take the test for your next belt.
I took my first test a year after I started practising aikido.

In our association it takes around 6 months for the first few grades, but as you get higher this time gets longer, this is with practising 2 or 3 times a week.

In our club we hold gradings every six months and students who have enough practice hours (40 hrs for lower grades) can take the test.
Tests are to assess your own progress and put you under a little pressure when asked to show aikido techniques and throws.
