Sounds like you're in quite an exceptional position with your local press! I assume you live in the States and therefore have a daily local paper; ours is weekly so everything is out of date. I shouldn't say that, because I work for it! But I have said it. It's too late.
About the Classified Ads: yes, we have the same trouble. Our paper actually goes to the trouble of copy-pasting the same ad several times to fill up space and very slightly changing the wording in order to make it look different. There are even some that, say, are advertising computers and you see that they have the same phone number but there is a significant difference in the processor speed, or whatever!
In another local paper I know of, all Classified Ads are not even classified. There's only one section, called 'Bargains'!
Glad I'm not alone out here.
