When you find faults with your PC, if you feel adventuras remeber there are stages you can test how much of the PC works, if the screen comes on but it dies getting though the bios, you have a hard disk or virus in your MB/partition or somthing else thats related to extra bits (normaly HDDs FDDs CD ect). if your OS just fails to boot then thats a software issue.
if the screen dosn't come on and your stuck with a pile of beeping noises then you have some hardware faults, normaly if the pc just comes on, the HDD rattles into life and the thing just sits there and does nothing, you have a short. if you get a mass of beeping then it maybe a grpahics card or adapter problem.
Computers will not work at all without a processor or memory! make sure that these are secure. there are so many resons for a PC not to work, you just have to test them all one after another. some things you may need advice on but it's worth a go to stop heavy charges at shops.
Remember anti static gear if EVER delving into hardware.
