You could render 'strength of character' with 'virtus valet'. 'He has strength of character' would then be 'Virtus eius valet', literally 'His manliness is strong'. The Romans, being such chauvinist pigs, equated virtue with manliness; oddly, though, the word for it is feminine.
Make sure you say 'WEER-tus AY-us WAH-leht' rather than whatever obscene pronunciation English 'grammar' would induce you to say. In SAMPA, that would be /'wirtUs 'ejUs 'wAlEt/.
