I would be inclined to be a little more charitable to the Ekklesia. They made a rash and harsh decision and subequently revised it.
Plato's criticism suggests that under his ideal state, the rulers would not revise their harsh and rash decisions.
Karl Popper argues convincingly in "The Open Society and its Enemies" that Plato is a fierce opponenent of democracy, unlike Socrates, who Plato misrepresents, and that Plato's "Republic" is a manifesto for a return to a dictatorial tribalism.
