Get Writing's fatal flaw

I'm sure this is a point that's been made here before but I've been here a week now and I'm aready struggling with what may be Get Writing's fatal flaw: everyone's more interested in receiving reviews than they are in giving them.
This is supposed to be balanced by everyone realising that their stuff won't be reviewed unless they review someone else's, but this doesn't work. There's reviewing and there's proper reviewing and I'm seeing very little of the latter. Lots of people seem to go through the motions in order to generate a bit of interest in their work rather than offering truly considered constructive criticism to others.
I can't think of a solution to this and I suspect it will eventually discourage me to such an extent that I'll stop visiting the site soon. Not yet mind... I still live in hope of being wrong for now.

An easy way to deal with this, would be to ask the guys who design this website to institute a requirement that allows you post new work only if you've done a review of someone else's in, say, the last three days or week - and have gotten a response from them. This last bit is just so that peps don't send reviews like: "good," "great," "That was interesting," which, as far as I'm concerned, would not - and should not - get any response anybody - at least not from me.
