Will the Kyoto protocol to the climate change convention save the world?
Introduction to the Kyoto protocol
In 1992 at the Rio World Summit on Sustainable development, developed countries promised to voluntary reduce their greenhouse gas emission by the year 2000 on a 1990 level. In 1997 170 countries agreed on a protocol to this convention. The Kyoto protocol had the intention to reduce the emission of the six most important greenhouse gases by 5% in the year 2012 measured against the 1990 baseline.
Allthough it seems very likely that this protocol will become legally binding there have been some serious dissapointing evolutions after 1997. First there is the reluctance of the Bush administration (and the US congress) to ratify the Kyoto protocol. Australia and probably Canada are also not ratifying the climate protocol. Secondly there is the introduction of carbon sinks in the protocol.
