I've been thinking about the second paragraph. I don't think I nailed quite properly.
I think it needs to read:
The numbers are formed by rounding the compass bearing of one end of the runway to the nearest 10°, dropping the last digit, and adding a zero to the beginning if it would be a single digit. The other number is the reciprocalThis use of the term is peculiar to navigation and compasses. It means the two numbers differ by 180°. If you prefer, think of it as the complement or modulus of the heading. of the first number (see the table below). If a runway is aligned north-south, then it is 18/36, not 00/18. The lower number is always listed first.

Looks pretty good, though I think it should read "particular" or "specific" not "peculiar" in the brackets. (Oh, are they staying there or going back down to a ?)
I think this is what I had in mind when I first started writing the entry!

The sense in which I used 'peculiar' is actually correct, but I take your point and have changed it. But it didn't oughta be a footnote.
