Callandor is indeed a sa'angreal, though a flawed one as you noted. Ter'angreal are used with specific effects, but Callandor serves to allow one to channel more of the One Power for any purpose. As such it is a sa'angreal, though it does lack the buffer to prevent one from drawing too much of the power and seems to magnify the Taint. It is refered to by Cadsuane (who first notified readers to these flaws) as a flawed sa'angreal in the Path of Daggers and as a sa'angreal by Jordan himself in the glossary.

the most recent book has just been released a couple of weeks ago...so I suspect that the next book will take quite a while to come.
