Yeah the Arena could be described as similar in function but different in purpose. While the purpose of the Arena is primarily professionally oriented, a holodeck would be primarily recreationally oriented.
But it also would be good for hero briefings, to explain complicated ideas. Like how to make it through mazelike corridors in an enemy base or something. Soembody could make a holodeck illusion of the target zone for the next mission and people could practice or something.
(fyi i dont really care about this idea i'm just throwing it out there cause i'm bored lets just scrap it its fine )

ok, but if we need a holodeck we could "find out" that one is already operational within the arena, although i don't think we'd use it much now the city's there anyway.
the arena has holographic projector thingies in it to simulate battle grounds and enemies anyway, we just haven't used them yet.

Gandark enters the Blueprint Room, and finding it mostly empty, clears all the blueprints, designing tools, pencils and old coffee mugs off of a table. He places his newly aquired piece of carpet on it and takes out his wand.
[Gandark] Now let me see, I'll need to be able to control it whether or not I can cast at the time, so this is definately ...

seems kinda odd not having some kinda healing place though ... don't heroes ever get injured?
prolly not, everybody wants theirs to seem powerful so they never get hurt. bleh. leaves a sour taste in yer mouth, kinda like eathing processed comic books with your breakfast cereal.

well we'd need somebody to be the Doctor (could be male or female) and if anybody's character gets hurt or poisioned or thinks they might have been injected with nano-technology or Borg implants or whatever, whoever's in charge of the hospital heals/fixes/treats their injury.
Better put it next door to the Arena
actually, maybe that would be better as being part of the city.
yeah, some poor kid who knows whodunnit could get knocked unconscious and somebody has to go visit them at the hospital when they wake up to find out what they know or whatever.
lots of possibilities.

doctor would be responsible to make sure he/she knows how to treat all the members of the leauge with their varying physical differences. (an absurdly high body temperature is normal for a fire hero for example)
