Apparently Torchwood 4 is happening and will be a 13 parter.
Although it is a Den of Geek story so we shall see, but comes from Barrowman.

"Children of Earth" was a big success - Torchwood's highest BARB ratings ever, I think* - so another series was always likely. I think it hinged on whether Barrowman, the production team et al were willing to go along with it.
*It's also been the only British sci-fi/fantasy show, along with "Merlin", to have any success in the lucrative but notoriously parochial US TV market.

Possibly, although of course the irony is that Captain Jack isn't actually American (he's from the Boshane Peninsula so I'm not sure what that makes him - Boshanian?), he just speaks with an American accent.
