If I was to hazard a guess basedon the smallness I would say you were from Luxumburg. Is that how it's spelt?

Indeed Luxemburg it is!
The only place you won`t get a suitable weather forecast, wether you have to anticipate the german weather forecast, or you have to pre-cipitate the french one. What works best is to have a look at the luxembourgish "TV"-weather forecast and to totally ignore what they are telling you and put on a rain-check or stay at home! ...of course you can do both
